Septenary Pact

The Septenary Pact was a group of ancient dragonkin who made a deal with each other to do something about the humans, or something i dont know. There were originally seven ancients who formed a pact among themselves and eventually gained a following. They created the Seven Tenets for those who followed the cult to abide by. The group became large enough to allocate detachments for each of the seven founders, who could go out and conduct operations for the cult.
Eventually, when the group became more well-known across the world, humans started using a derogatory term for the cult and its founders, the Cannibal Seven, since they weren't afraid to kill and eat their own kind if they disobeyed orders.
