The Governor’s Residence occupies a position on the eastern bank between the River Authority’s offices to the north and the provincial Senate chamber to the south, its placement equidistant from both institutions a fifth-century planning decision that Varro suspects was intended to prevent the governor from developing a closer working relationship with either. Governor Publius Alveus Magnus, sixty-two, has been here for three years and has furnished the building with the specific practicality of a man who understands that his posting’s primary challenge is institutional rather than administrative. His library is the building’s most significant feature — the best collection of river law documents in private hands in the province, assembled methodically as preparation for a competition with Riparia that he does not expect to win but intends to make as expensive as possible.
Design
A fifth-century planned building, its interior more comfortable than institutional, reflecting successive governors’ personal preferences rather than any single design intent. Alveus has added to the library room rather than the formal reception spaces, which tells visitors something about his governing philosophy before any meeting begins.
Denizens
Governor Publius Alveus Magnus , sixty-two, third year. Has the 891 A.P. treatise unread on his reading table. Has personal files that contain frank assessments of the current institutional situation. Is looking for a party he can think out loud with about a competition he is managing but cannot win outright.
