The Last Word-s

Have you considered how your death has consequences? For Ghalia the Wise, she thought of nothing else. It is for that reason that the sheer swathes of destruction left by her last words surprised not only her community but many a gossip across all the Nocturne Empire.
  In life Ghalia the Wise was the head of academics at the Reef, knowing every research group and approving every experiment and study. A massive, kind Tidewalker, with blue stripes above her eyebrows, the woman weathered every storm the Reef had during her time as its guiding hand.
  The Reef bloomed under her guidance, with the creation of the Neural Net during her time in charge of the academic community. Her personal life too was without blemish, having two loving consorts, and a collection of children to various mates, but no controversies, and certainly nothing around that could put into question her responsible and highly caring nature.
  The cracks started to form in later life, with her need to look into the history of the Tidewalkers, specifically the historical figures of her people. This at the moment of the Nocturne culture was seen as something not done, with cultural pushes towards future-forwards thinking over the rigorous navel gazing history was seen as. Not much is recorded of this time, except that the Reef was encouraged to rely more on the Sub-Head of Academics, a role Ghalia herself had created.
  And then Ghalia went on her trip.
 

The Trip

Her migration around the settlements is of note to the document to be discussed, for Ghalia was searching for the histories of the seers and diviners of the Empire - a topic often not discussed within the watery world except when things were going wrong for someone.
  What is known is that the records she took from the migration were detailed and to this day contribute the most to the Nocturne histories outside of the mythologies. Interview after interview, notes taken and assisted by a friendly local or two from communities with more esoteric dialects, and records dripping with cultural phrases and pronunciation notes, this journey has given so much to the Empire that it so rarely interrogates or appreciates.
 

The Testament

The last words of Ghalia have become a curse upon those within the Empire who ever looked at the Empire itself as a thing to be the greatest creative space within Levis - and to be independent of the Land. What was within her testament might have stayed quiet - if her voice had not been read out to so many waiting ears - and so it would have taken a united community to turn back from what came next.
  What developed was the demand that the reef expand to include an archive on the histories of the Empire - of which her interviews would be the first piece included, and to anoint someone as Empire historian. The first was grown, the second has yet to come to pass even all these years later.
  Next came the public shaming of all those who had ever doubted her. She revealed secret after dirty secret, determined to never have her name sullied without taking down several lineages - twisting the very concept of her memory with the social fallout she produced in their lines.
  The bio-eers of Edaf know too well this fact - for while they tried to keep to themselves, several people from their town have their lives woven in with the history of Ghalia's ancestry - and so they were brought from blissful obscurity into the multitude of the reef with histories of intellectual dishonesty, and ideas that started as barely distinguishable copies - no matter what they became. As such Edafian trades became virtually impossible for the longest while.
  The last act she did was threaten to release incriminating documents on those leading the sects of all the powerful followings should attempts not be made to form diplomacy with Solaris. This both shook the faiths of many of the institutes of the Empire.
  One uninteded effect was that the Reef was soon under a new Head of Academics - the sub-head removed to the deepest cave to 'live in obscurity' with the thought that the sub-head was the one to carry out these last words - they were not.
  [aloud]But maybe Ghalia the wise knew what they would do, and anticipated it?[/aloud
