Cutthroat Bay
Haven, more colloquially known as Cutthroat Bay, is the capital of the Dreadpenny Pirate Fleet, a ramshackle town situated on the island of Trigani, which is located within the Kuai Archipelago. Not much is known about Cutthroat Bay as it rarely accepts outsiders.
The Dreadpenny Queen is said to reside in Cutthroat Bay, ruling from her throne within the town. The town is also said to be a lawless place, filled with violent, drunk and unwashed pirates who frequent it's numerous taverns, black-markets and brothels, as well as constantly fighting and stealing from each other. Despite the rumoured constant conflict and crime happening in Cutthroat Bay, it is reported that there is a policy of no murder in Cutthroat Bay, with breaches of this rule resulting in the entire town given license to kill the perpetrator in retribution.
The village of Haven did not become a pirate town until the late 1900's, having existed independently for decades before it was conquered by the newly formed Dreadpenny Fleet and converted into what it is today, a harbour for pirates, where the sailors of the Dreadpenny Fleet cam take refuge between voyages and raids. Before the Dreadpenny Queen came to power, a majority of the large scale conflicts and civil wars among the captains of the Dreadpenny Fleet were fought around Cutthroat Bay.
Government
Cutthroat Bay is ruled by the Dreadpenny Queen, who gives orders to the other captains in the Dreadpenny Fleet.
Defence
Cutthroat Bay has no official defence outside of its population of violent pirates and their large fleet of heavily armed ships, that are either docked at Cutthroat Bay or patrolling nearby.
Commerce
Cutthroat Bay reportedly has a large black market, which vast quantities of illicit and other goods travels through. A majority of the goods stolen by the pirates of the Dreadpenny Fleet, either violently or ransomed, is bought and sold in Cutthroat Bay.
Most of the town's food supply and other resources are also believed to be stolen from passing trade ships, with it unknown whether Cutthroat Bay has any local farms or other forms of industry.
Geography
Cutthroat Bay is a small town, located on the coast of Trigani island, and situated within a small cove.
The town itself is a ramshackle collection of simple wooden buildings, a mix of hostels, taverns, markets and brothels, all connected by with winding dirt streets connecting. Reportedly there is no order or design in their placements, with many of the buildings being run down or in disrepair.
The main attraction of Cutthroat Bay is the harbour, which lies on the seafront, a large collection of docks that lie over the sandy beach and the sea, at which are moored numerous ships, from warships to commandeered trade ships. The harbour is separated from the town by a fortified stone wall, lined with heavy artillery, from ballistae to cannons, and flanked by two, tall, stone watchtowers, which are said to sometimes act as lighthouses.
