Unauthorized possession is a high-level felony resulting in immediate confiscation, heavy fines, and long-term incarceration. Dryzor Corp. assists the GCMT in tracking unauthorized signatures via LSN monitoring.

But that doesn’t stop dumb ass trogs from stealing designs and using them for dumb and petty dreck. This tech is also hazardous to the user almost as much as their tag if they botch using them. Nothing quite like getting disintegrated by your own illegal toy because you dropped it after pulling the pin.
Complexity
Hextech architecture ignores traditional myst circuits in favor of Hex Brands and dark-energy conduits. The internal mechanics rely on the interaction between "grown" myst crystals and negative-aligned dualities. This creates a mechanical system that operates on enigmatic rules, requiring an intuitive understanding of negative-elemental flow that differs significantly from standard engineering.

Less myst circuits with coded effects and more like simple mechanic designs with a load of Brands etched deep and powered by nasty myst crystals. Built with dark thoughts and lethal intentions—straight out of a nightmare.
Discovery
Bailor Clanless developed the first Hextech prototypes following his banishment, reportedly fueled by personal grievances. After a series of high-profile violent incidents, the Global Courts of Magic and Technology Regulation black-listed the original designs. However, the designs were eventually leaked to anomalous groups—specifically The Wyrd and The StrAnge. These entities provided the blueprints to their pact-bound Hexxen Banes. Following a review, the GCMT sanctioned the technology's use exclusively for hunting illicit mages, deeming the strategic benefits to outweigh the inherent risks.

Whatever it was, he did a massive dumb, got the boot, and drank from Kassidan’s chalice deep enough to design these things. Crazy as Kassidan's parade, that one.
