The Sedes Mercatorum is the operational headquarters of the most sophisticated commercial intelligence network in the known world: three storeys of well-maintained limestone at the Harbour Front’s eastern end, its exterior presenting the same restrained commercial aesthetic as every building in the district and its interior constituting the empire’s commercial nervous system. The Council has been here for one hundred and fifty years. In that time it has expanded its operations in every decade without the expansion ever being visible in the building’s exterior dimensions, which is the most complete expression of the Council’s institutional aesthetic available in a single building.
Vara Swiftledger, sixty-two, has directed the Lacusum operation for twenty years. She is known by name and reputation to every commercial figure of significance in the empire and almost entirely unknown to the Senate, the Emperor’s household, and everyone in Nova Romae who considers themselves politically informed. This is precisely the condition she has maintained deliberately, for twenty years, with the specific discipline of someone who understands that institutional invisibility is a form of competitive advantage that once lost cannot be recovered.
Design
The ground floor is the public commercial office: the rate consultation desk, the cargo documentation service, the insurance referral service that sends clients to the exchange using Council actuarial assessments as the basis for the recommendation. The second and third floors are the Council’s operational space: the actuarial team whose risk models underwrite every significant maritime cargo in the empire, the information brokers whose commercial intelligence assessments are the Council’s most profitable product, and the cipher room whose existence is not acknowledged in any document the building’s ground floor produces. The basement is the archive.
Denizens
Vara Swiftledger , sixty-two, Director, twenty years. The most commercially powerful halfling on the mainland. Has the Iron Connection analysis, the renegotiation preparation files, and the three anomalous messages. Is working three simultaneous strategic operations — the charter renegotiation, the coded message investigation, and the grain futures manipulation that Pistor has identified but not yet reported to anyone she knows of. Will discuss any of these with a party that demonstrates they already know enough to make the conversation worthwhile. Her standard is very high.
