The Officium Praefectae Portus is the Lacusum harbour master’s base at Portus Lacus: a modest working office at the waterfront quarter’s centre that Mira Wavesong, fifty-eight, uses during her monthly coordination visits to manage the practical intelligence interface between the Council’s harbour master operation and the Classis’s briefing system. Mira is based in Lacusum, not Portus Lacus, and this office is a working visit facility rather than a primary residence, but its position — on the public waterfront, between the fishing quay and the repair yards, accessible to both the civilian community and the base’s harbour authority — makes it the settlement’s most institutionally significant civilian building relative to its physical modesty.
Mira is currently in the settlement for a coordination visit that has extended by four days beyond its scheduled duration. The extension is because she has been waiting for Vara’s response to her note and has concluded, as of this morning, that she is not going to receive one before the situation requires her to act independently. She has been considering what independent action looks like for three days and has not yet decided. She is the person in Portus Lacus who most completely understands both the intelligence gap and the grey market’s connection to the authentication instrument thread, and she has not yet connected the two because she has been thinking about them as separate problems.
Design
A single-storey limestone building on the waterfront quarter’s central section: a working office with a chart table, the coordination files, and the specific intelligence materials that Mira brings from the Lacusum harbour master’s office for the monthly visits. The chart table holds the current meteorological models and the shipping position data that represent the Council’s sixty percent of the Classis’s briefing intelligence. Anyone who has been in both this office’s chart table and the Aedificium Imperatorium’s chart room will immediately understand the gap.
