The Ancora Nigra is the grey market’s primary distribution hub in Portus Lacus: a waterfront tavern on the eastern harbour front’s southern end that presents as a commercial establishment serving the repair yard customers and that conducts the grey market’s coordination and distribution functions through a commercial cover whose daily operation is genuine and profitable. The proprietor, Drusus Fuscus, forty-one, has been running both operations for two years, having been recruited to the grey market’s Portus Lacus operation at the same time as the patrol craft’s cargo arrangement was established. He did not know the cargo’s origin when he was recruited. He knows now, and has been managing the knowledge as a liability he cannot discharge.

The Ancora Nigra’s customer base is the commercial repair customers, the occasional coastal trader, and the specific category of visitor who arrives at the eastern waterfront knowing to look for it rather than finding it accidentally. The off-duty sailors’ absence is deliberate: Drusus runs the establishment in the specific way that makes base personnel uncomfortable without being hostile — the wrong atmosphere, the wrong social register, the specific quality of commercial transience that naval personnel, who are embedded in their community, find alienating. The calibration is exact and has been maintained since the establishment opened.

Design

A two-storey building on the eastern waterfront’s southern end: the ground floor the tavern operation, the upper floor Drusus’s residence and the storage section. The storage section is the grey market’s distribution point: the cargo received from berth eleven’s grey market unloading moves here within forty-eight hours and is redistributed to the commercial repair customers in goods exchanged alongside their legitimate ship supply purchases. The goods’ categories: the pharmaceutical compounds from the Passus Tertius grey market, navigation instruments exceeding civilian specification, and the specific category of military-adjacent personal equipment that the Armeria Lacensis’s supplier was trying to reach through legitimate retail.

Denizens

Drusus Fuscus , forty-one, proprietor, two years. Was recruited to the operation at its establishment. Knows the cargo’s origin now and cannot safely discharge this knowledge because the person who recruited him is the transferred procurement officer whose signature appears on the berth eleven payment and the yards’ commercial referral. He is in a situation where reporting the operation exposes his two-year participation and where not reporting it continues his exposure to the operation’s legal risk. He has been managing this situation by running the tavern well and hoping the operation concludes before it is discovered. It will not conclude before it is discovered. The question is whether it is discovered from inside his operation or from outside it.
