Alpha Council

Will contain spoilers to the Silver Chronicles, book 2: Silver Scalded.

he Alpha Council is the backbone of the Winterfang Territories, seeking to destroy the Stadia Kingdom at all costs in the name of Astia, goddess of the Moon. It is run by the former Alphas of each of the pack, united as one to keep the peace. Currently, only two Alpha Lumen remain alive, the others having been assassinated.

Public Agenda

The Alpha Council has spent so long fighting to keep the pack safe that they have delved into darker issues. They mainly work to ensure the Alpha and Luna has heirs. If an Alpha wants to head toward a peace treaty with the Stadia Kingdom, the Alpha Council will hire assassins from secretive factions to cleanse the Alpha's bloodline by killing the Alpha and either forcing the heir to take over early or set the Beta up as a temporary leader until the heir comes of age. At times, the Alpha Council needs to acquire more advanced tech from the Stadia Kingdom, and in order to obtain weapons caches or blueprints, the council will work with rogues to use underground trade routes in the Bovalian Market to sneak into the Stadia Kingdom and steal what they need.

Stadia Kingdom

The worst enemy the Alpha Council can think of; even worse than the Black Moon Pack. The war has lasted nearly 200 years, leading many to speculate if it will ever end. As King Zadicus Angelus refused a treaty a hundred years ago out of a sense of revenge, the Winterfang Territories had to keep enduring a the war.

Wrihan Dynasty

Wrihan Dynasty is allied to the Stadia Kingdom, making them a great threat. While the Alpha Council has attempted a neutral alliance to alleviate part of the stress of the war from their plate, the Wrihan Dynasty only sees the Winterfang Territories as a hostile enemy of their greatest ally. However, the Winterfang Territories and Wrihan Dynasty don't engage in battle as much as the Stadia Kingdom does with the Winterfang Territories.

Tovaria Circle

They remain as neutral parties to each other, since the Druidic Elders refuse to step into the war, and Alpha Council doesn't want to invoke another threat.

Imports

While the Alphas have control over what they import to their individual lands, the Alpha Council has access to importing goods based on what the entire nation needs. The importance of military equipment is one of the highest needs, resulting in weapons and other technology being important from allied nations, as well as stealing advanced tech and weaponry from the Stadia Kingdom. Slavery has also become a staple by the Alpha Council's demand, but only with dragonthorns as Prisoners of War.
