Werthington
Werthington is a city in the northwestern region of Teme-Rasadar, located on the Caelsimilan Peninsula. The historic district at the heart of the city sits atop a large hill, though it has grown to encompass the rest of the hilly terrain in the surrounding area. The politics and lifestyles of its most wealthy citizens have earned the settlement a divisive reputation among its neighboring communities.
Government
Werthington's population wealth and advantageous positioning have given it some authority over smaller nearby settlements- hamlets, villages, and small towns. With this authority, its governing council imposes taxes and regulations with the apparent intent of preserving the beauty, value, and the natural resources of their shared region of land. In return, they designate funds that allow the settlements to maintain themselves and eventually expand.
Despite this, residents of nearby settlements and even some of the less influential among the city's populace itself resent Werthington's leadership council. They contend that their goals are superficial and even pretentious, and that their lofty lifestyles ought to exempt them from ruling over those who face struggles they have not experienced. Many believe that Werthington's wealthiest citizens look down on those whose lifestyles differ from their own.
