New Neun
The Devils each had their own cities, each great in its own way, but the city one would tell you is the greatest in all of hell is the one they shared: Neun. Sadly, when the Saints came it was burnt down to prevent them from stealing the cities resources. Now the city stands again, rising out of the ashes of the once-great city.
New Neun is one of the largest cities on Hell, having used previous infrastructure to easily sustain a large population.
Due to a lack of the skilled workers that once maintained this dome, the region has become desert in most of the land, only a few trees of the once lush forests remain around the canal.
Miner's Guild: The faction dedicated to the mining of local resources. In recent years they have gained a few seats on the council, but are largely focused on unionization for worker's rights.
Daggers: Whether a police force or an assassin's guild, the daggers are dedicated to cleaning up corruption. They are directly opposing the City Council faction. They do have some legal jurisdiction citing ancient contracts, but are deeply involved in criminal activity.
Union of unions: A faction of several smaller guilds that have organized to put even more pressure on during strikes.
Councilors serve three years in office. If one has already served a year as head councilor they can serve no more.
In terms of political distribution the upper class, and established families hold the majority of seats, through a combination of lies trickery etc. In recent years, the Miner's guild, Daggers, and assorted other guilds have gained three, two, and five seats on the council respectively.
The architecture of New Neun is a style designed for the desert, the majority of buildings contain a large number of openable windows for the hot and cold weather. More modern buildings have had a tendency towards open floor plans, and a design that emulates Human suburban styles.
Lampalm: Lamplalm was named for the symbol of The Miner's guild, which is festooned on banners throughout this district. This is primarily a district focused on mining and accompanying refinement industry.
Hearthgrove: Heathgrove is the primary market for the city. It primarily sells things produced in the city, and is the headquarters for the import-export companies that bring resources the city doesn't produce in.
Wallreach: Wallreach is the oldest district in the city, the district houses the most influential politicians and political institutions. It is surrounded by the original primary wall.
Linorks: Linorks is the main center for education, it contains the city college and mainly houses the upper class. (Additionally certain sectors around the college have become known as "collegelin," a name that denotes the lower-class status of the students that bunk there). It is surrounded by the secondary wall.
Humbwick: Humbwick is the farming district of New Neun, supplementing imported goods with that which can be grown in their arboretums.
Cosham: Cosham is the district of suburbs, the vast majority of housing in New Neun is packed in here. It primarily houses lower class workers, and middle class who wanted housing outside the city.
Quaintwick: Quaintwick is the magic district of New Neun. This is where many mages, alchemists, tinkerers, and healers set up shop. As hell does not have access to Terra's natural magics this district contains the majority of foreigners.
Temples and churches: Marked by black splotches in the sea of red roved buildings, these temples date back to the construction of the old city in 110298 BM.
Town hall: The star shaped building in the center of wallreach was originally designed to be a space where all of the devils could interact privately. The space is incredibly large. Even though it has an entrance that used shrinking charms to accommodate the size of the groundbreaker, those doors had to be as immense as the building so that she could fit. Now the building is the perfect size for the one hundred and fifty councilors to pile in when there's need for a vote.

Geography
The geography of the region is fairly simple, its a small flat area in the mountains, nearby the other old hellish cities.Natural resources
In the region there are only a few natural resources, namely precious ore and stone. Additionally the region has access to a large supply of water from the canal running through the city.Climate

The culture of the city is largely one of close nit groups, all with varied relations. The city groups are usually the individual districts and then some of the guilds. Additionally there is a subculture surrounding the political leaders of the city, the council. Many of the elected officials come from the same families again and again.Guilds and factions

The government of the city is a representative democracy, with each of the seven districts electing 25 councilors. History
Founding
Hellish immigrants first returned to the city in 1256 ME, and began to reconstruct their homes. At first it was just the Wallreach district that had any reconstruction, but slowly the number of new immigrants and their children who would soon grow up, made the reconstruction of the second wall imperative.Expansion
Slowly but steadily, the city began to truly overtake the ringed footprint of Neun, adding 5 additional districts. Now the city expands without a clear plan, into the vastness of the Habitation dome.Present
At present the city is even larger than the original, with several neighborhoods expanding like legs off of it. The city is sure to continue being the beating heart of hell for years to come.
