This is actually more of an ability than a spell--some can, most can't, and only a few that can't will ever be able to learn, much less will they be able to find the education to teach them how.
Most of the time, it's Psionic Magic that allows a window through time, displaying the happenstances of what's to come, usually at a fixed time's distance (within moments to hours ahead) on a chronological scale. (Funny enough, if I allowed for time to stretch, their view would change.)
The Fae can do this as well, specifically Faeborn and High Magic in particular. This is because Faeries are parts of Fairy Tales, and as such, they are in tune and attuned to the world of Anagod tightly enough to see ahead.
Warping magic CAN do this, but not well. Its methods rely more on predictions based on current happenstances. It's extremely short, but extremely effective. It's kind of like doing hyper-genius level physics math, but instead of the calculations taking the time they do, you handle it like a dropped glass or item knocked off a shelf--without thinking by the side of your hand.
Primordial magic works for this, but only as a sort of combat reflex thing. It works GREAT for that, though.
The gods can lay out predictions for their followers, as clearly as they can manage through whatever means they can bullshit together. Some being good at channeling visions, they can show someone the future as plainly as they were living it at the present, but mostly it's broken clues and scattered suggestions.
