The Officina Aestimationis Nani occupies three rooms between a rope warehouse and a chandlery on the Horreum's central lane, its entrance marked by a small carved stone tablet reading AESTIMATIO in the Roman lettering that the Thane Council uses for its licensed offices across the empire. The office has operated from the same premises for forty years, staffed by three dwarves whose Thane Council licenses make their assessments legally binding across every commercial jurisdiction the southern trade touches. It is the most consequential small office in the Horreum: the Banca Brindala requires a certified assay for any cargo-backed transit financing above a minimum threshold, and the Banca's threshold is where the southern route's significant commercial transactions begin.
Grunda Ironmark, senior assessor, has been in Brinhaven for forty years. She has assessed approximately ninety thousand cargo lots in that time, a volume that has given her a comprehensive understanding of what moves through the southern trade and at what values that no instrument and no archive replicates. She has not visited Thalgrimm in those forty years. Her colleagues Brokk and Duri, junior assessors of twenty and fifteen years respectively, have each visited once. They found it cold and returned promptly. Grunda has not found it necessary.
Purpose / Function
The office provides three services. Cargo valuation establishes the market value of goods presented for assessment, using the standard scales and testing equipment of the dwarven assay tradition combined with the price data that Grunda maintains from forty years of tracking what the southern trade pays for everything that moves through Brinhaven Bay. Material grade certification confirms the composition, purity, and grade of metals, gemstones, and other commodities whose commercial value depends on specification rather than quantity. Document authentication certifies that the commercial documents accompanying a cargo accurately describe its contents.
The Banca requires the office's certification before financing cargo above a set threshold. The Harbour Authority references the office's valuations in the customs processing of high-value goods. The dwarven assay tradition's legal standing is a consequence of the treaty framework the Thane Council established with the Roman Empire in the Descriptio Khazadum period, and it gives Grunda's certifications a legal weight that no other private assessor in the known world can match. This position was established by the Thane Council deliberately. Grunda maintains it by being correct.
Design
The three rooms are: the reception, where clients wait and where initial visual assessments are conducted; the assay room, where the scales, testing equipment, and sample reference materials are maintained; and the archive room, where forty years of assessment records are stored in the dwarven filing system that Grunda established in her first year and has maintained without modification since. The archive is cross-referenced by date, by client, by commodity type, and by ship name. It is, by Plinius's assessment on the one occasion he was permitted to examine its structure without seeing its contents, the most rigorously organised private archive he had encountered outside the Imperial services.
Sensory & Appearance
The office smells of the mineral oils used in the testing equipment, the beeswax that Grunda uses on the scales' wooden housing, and the faint sulphurous undertone of the acid testing solutions stored in sealed vessels on the assay room's upper shelf. The sound is of precise quiet: the tick of the balance scales finding equilibrium, the scratch of assessment notes, Grunda's occasional brief exchange with Brokk or Duri in the dwarven dialect that their clients cannot follow. The reception room has two chairs for waiting clients. One is occupied on most working days. On busy days during the sailing season both are occupied and there is a queue into the lane.
Denizens
Grunda Ironmark, senior assessor, age by dwarven reckoning approximately one hundred and sixty, which she declines to confirm or deny: the defining presence of the office and its entire reputation. She conducts the primary assessments on all significant consignments personally. Brokk, junior assessor, twenty years: Grunda's first apprentice, now fully licensed, capable of independent assessment on standard commodity categories. Duri, junior assessor, fifteen years: still developing the assessment instinct that Grunda considers the skill that cannot be taught directly, only accumulated through observation over time. Duri is patient about this. Grunda is patient about Duri.
Valuables
The assessment archive represents the office's most significant asset in the non-material sense: forty years of southern trade cargo data, cross-referenced in a system that would take years to reconstruct from other sources. The physical equipment is dwarven-made and irreplaceable in Brinhaven; the nearest replacement source is Thalgrimm. Grunda's private notes, maintained separately from the official archive in a system whose organisation she has not explained to Brokk or Duri, contain observations about cargo patterns that do not appear in the official records. She keeps these in a locked drawer. The key is on her person at all times.
Architecture
Three rooms of Horreum standard construction: stone walls, timber ceiling, stone-flagged floor worn smooth by forty years of foot traffic. The assay room has a north-facing window that provides the consistent diffuse light that accurate colour assessment requires, an installation that Grunda specified when she took the premises and that required negotiating the removal of a shelving unit the rope warehouse operator had installed on the other side of the wall. The negotiation was concluded in Grunda's favour. The rope warehouse operator has never fully explained how.
History
The Thane Council established its first licensed assay office in Brinhaven in 1043 A.P., forty-three years after the halflings' arrival, when the southern trade's volume had grown to the point where an independent cargo certification authority was commercially necessary rather than merely useful. The office operated under two previous senior assessors before Grunda took the position in 1160 A.P. The first office was in a different Horreum location; the move to the current premises was Grunda's decision in her second year, motivated by the north-facing window.
