The highest ruling body of the Dragonborn nation. Consisting of representatives from various guilds and associations the ruling body is rather large and disorganized. however, during times of war or emergencies, a single general is elected. this is done by a majority vote between all representatives that can be gathered within 48 hours or before imminent danger is assumed by no less than 20% of representatives.
the most notable contribution to international law is the articles of war.
