Applied Restriction

The effectiveness of Counter Spell is limited by the caster. The spell can only assuredly interrupt casting of spells at the same level the caster is proficient in (a beginner spell caster can counter beginner-level spells, but not necessarily advanced-level spells). There is a chance that it will successfully counter a higher level spell, but the odds of this happening decrease the greater the gap is between the level of the caster and the level of the targeted spell.
