Overview

The Regional Transit Dispatch is the monthly publication of the Astrologers' Consortium, distributed from the Celestial Athenaeum in Lankhmar to subscribing institutions, Sovereign courts, and qualified individual readers across Western Nehwon. It is the most widely circulated astrological intelligence document in Nehwon and, by reasonable consensus among its readers, the most reliably accurate.

Each issue presents a comprehensive interpretation of the current month's celestial transits and their predicted effects on the political, economic, and magical conditions of Western Nehwon. Standard editions include a regional overview for the entire western continent, individual transit readings for each of the eighteen Sovereign kingdoms and city-states, advisories on commerce and travel conditions, and — at the discretion of the Senior Interpreter — supplementary features addressing matters of unusual celestial significance.

The Dispatch has been published continuously since the month of Geister, 2990 RJ. It has not missed a single monthly edition in thirty-three years. This is, the Consortium notes when it notes anything, almost entirely the doing of one person.

History

The Dispatch was proposed in the autumn of 2989 RJ by then-Celestial Steward Mira Solven-Ashk, fifteen years into her tenure at the Athenaeum and shortly after the publication of The Solven-Ashk Corrections had reorganized the Consortium's institutional approach to its own archive. Her proposal was administrative rather than visionary in tone — she observed, in a four-page memorandum to Archmage Volinar Ephrantheus, that the Consortium was performing redundant interpretive work for individual clients on questions whose answers were substantially regional rather than personal, and that the inefficiency could be resolved by preparing the regional information once and distributing it to subscribing parties at appropriate cost.

Ephrantheus approved the proposal with mild scepticism. The first edition, published in Geister 2990 RJ, was distributed to eleven paying subscribers. By the end of its first year, subscriptions had grown to forty-seven. By the end of the first decade, the figure had stabilized at approximately three hundred — roughly the count it has maintained, with minor fluctuations, ever since.

The Dispatch has changed shape only twice in its publication history. In 2997 RJ, the format expanded from a single regional summary to include individual transit readings for each of the major kingdoms — a structural change Mira described in the editorial introduction as "responsive to subscriber requests, which I find unconvincing in their reasoning but persuasive in their volume." In 3014 RJ, an additional summary appendix was added at the rear of each edition, condensing the Principal findings into a single page suitable for posting on civic notice boards. This was the only adjustment ever made to the Dispatch's publication structure that did not originate with its Senior Interpreter, and it was instituted at Ephrantheus's direct request.

No single edition of the Dispatch has ever been retracted, corrected, or formally amended after publication. The Consortium considers this an institutional achievement of considerable significance. The Senior Interpreter considers it the absence of an unacceptable alternative.

Editorial Masthead

The Dispatch is a publication of the Astrologers' Consortium and operates under the institutional authority of the Celestial Chair. Editorial responsibility, however, rests with the Senior Interpreter alone.

Mira Solven-Ashk writes every word of every edition herself, has done so continuously since the publication's founding, and has refused on multiple documented occasions the assistance of editorial collaborators. She does, however, accept the production support of the Athenaeum's twelve-Scribe copying hall, whose members hand-transcribe the master edition into the three hundred-odd duplicate copies required for monthly distribution. The branch coordinators above contribute regional intelligence to her drafting process — confirmed observations of local political and commercial conditions that she incorporates or declines to incorporate at her discretion. They do not see drafts before publication. They learn what the Dispatch says when it arrives in their respective branch offices, the same as everyone else.

Subscription & Cost

Subscription to the full Regional Transit Dispatch is by application only. The application process is administered by the Subscription Registry at the Lankhmar office and consists of a written request, a brief interview to establish the applicant's professional or institutional purpose for receiving the publication, and a determination by the Office of the Celestial Chair as to whether the applicant's stated purpose is appropriate to the Dispatch's intended audience.

Approval is not difficult to obtain. Approval is, however, required. The Consortium maintains discretionary authority over its own readership and exercises this authority approximately three to five times per year, declining applications it judges to be motivated by speculative wagering, hostile political intelligence-gathering, or the entertainment of casual curiosity.

Subscription revenue funds the Consortium's instrument acquisition fund, observatory maintenance, archive preservation, branch office operations, and Star-Scribe stipends. The Senior Interpreter's salary is donated in its entirety to the instrument fund, an arrangement of thirty years' standing that the Consortium has not questioned.

Method of Delivery

The master edition is drafted by the Senior Interpreter at the Celestial Athenaeum during the final week of each preceding month. Drafting begins immediately upon completion of the Senior Interpreter's monthly transit calculation review and concludes approximately seven to nine days later, depending on the complexity of the month's celestial conditions and the volume of regional intelligence requiring incorporation. The completed master is delivered to the copying hall on the twenty-eighth or twenty-ninth of each month for hand-transcription.

The copying hall produces approximately three hundred duplicate copies over the following three to four days, working in shifts to ensure that all subscriber copies are completed by the first day of the new month. Each copy is signed and sealed by the Subscription Registry and addressed to its individual recipient by the Office of Civil Correspondence.

Distribution Network

Completed copies are sorted by destination and dispatched through three primary courier channels:

The Lankhmar Couriers' Guild handles all subscriptions within the city of Lankhmar itself and the immediate Lankhmaria territories. Most Lankhmar subscribers receive their copies on the first day of the month, hand-delivered to the recipient's address by guild courier.

The Inner Sea Courier Network handles regional distribution to subscribers in Ilthmar, Sarheenia, Mythan Belanore, Ildebreth, Karja Tal, and other coastal cities of Western Nehwon. Inner Sea distribution is coordinated through the Athenaeum's branch offices, which receive bulk shipments and arrange final delivery to subscribers in their respective regions. Most regional subscribers receive their copies between the third and seventh of the month, depending on shipping conditions.

Dedicated regional couriers handle the more distant or specialized subscriptions — including the Duhn Glorr dwarven hold, the Mythanos elven scholarly community, and various inland kingdoms not served by the Inner Sea network. These couriers are individually contracted by the Athenaeum's Office of Civil Correspondence and are subject to particular security arrangements, as the contents of certain editions have, on occasion, been considered politically sensitive.

Public Notice Summaries

In addition to the full subscriber edition, a condensed single-page summary is produced from each issue. The summary is stripped of technical astrological content and retains only the regional prognosis sections in plainly readable language. Public summaries are posted on the outer notice walls of the Celestial Athenaeum and each Consortium branch office, and — by standing arrangement with the relevant institutions — at the public entrance halls of the royal courts of Lankhmaria, Ilthmar, Sarheenia, and the Republican Hall of Karja Tal.

The Senior Interpreter writes the public summaries herself, in a separate drafting session conducted after the master edition is complete. She has been heard to characterize this work, when characterizing anything at all, as "the necessary translation."

Readership

As of Geister 3023 RJ, the Dispatch has 312 active paid subscribers and an estimated daily public readership of approximately two thousand persons across Western Nehwon, the latter figure derived from the Office of Civil Correspondence's surveys of public notice board traffic. The full subscriber list is not made public, but the categories of confirmed subscribers include:

All eighteen Sovereign royal courts and ruling councils of Western Nehwon, with the notable exception of certain Quarmallian subterranean offices that have declined subscription on the grounds that they do not exist
The senior leadership of all major Guilds in Lankhmar and Ilthmar — including, by repeatedly verified though never publicly acknowledged subscription, the Thieves' Guild of Lankhmar, the Assassins' Guild of Lankhmar, and the Wagering Houses of Ilthmar
Candlekeep at Mythan Belanore, the Sarheenian Harbor Authority Archive, the Ildebrethan Civic Library, and seven other major institutional libraries
Approximately one hundred and forty individual wealthy subscribers across Western Nehwon, primarily merchants, scholars, and senior practitioners of the arcane arts

The Dispatch is read, the Consortium believes with reasonable confidence, by every individual in Western Nehwon who is in a position to act on its information at scale. This is the readership it was designed to serve. Whether the actions taken on its information are wise, foolish, beneficial, or catastrophic is not the Senior Interpreter's concern. She reports what the sky says. The rest is, as she has noted in the editorial introduction to nearly every edition for thirty-three years, beyond the scope of celestial interpretation.

Editorial Voice

The Dispatch is written entirely in the voice of its Senior Interpreter — dry, precise, occasionally sardonic, never warm. Subscribers of long standing have noted that the editorial voice has become slightly more pointed across the decades, a development the Senior Interpreter attributes to the sky becoming more interesting rather than to any change in her own temperament. This is probably true. It is probably not the complete truth.

The Dispatch does not editorialize on political matters, does not endorse or condemn the actions of any Sovereign authority, and does not advise on individual personal decisions. It reports the sky. It interprets the sky's effects on regional and institutional conditions. It allows the reader to decide what to do with the information. This is the only editorial position the Dispatch has ever held, and the Senior Interpreter has, on at least three documented occasions, declined to modify it under direct pressure from subscribing royal courts whose preferred interpretations of contemporary celestial conditions differed from hers.

She was correct on all three occasions. The royal courts in question now subscribe again.
