In some places, dry spells combined with hot weather can be a recipe for disaster. The dry bushes ignite easily, meaning a lighting strike can start a fire that will easily spread and endanger people. At the same time, it takes care of the problematic undergrowth and often rejuvenates the soil. Even in lands unused by people, this still can be a healthy part of natural cycles, allowing new plants to grow strong.
That said, the risk that wildfires pose makes them rather undesirable. As such, controlled burns are oft employed, either to counter an already ongoing wildfire, or preparing for one to happen while nature is not yet so dry that a fire will easily grow out of control.
The unnamed twelfth Flameheart territory is a prime example of a region at risk of wildfires, both literally and metaphorically. When the forest isn't kept under control, it is prone to wildfires, which endanger roads and mining towns. Given how valuable the salt and ore mines are, it is in the dukedom's best interest to employ controlled burns.
The same applies socially. Due to the lack of ruling noble, there always are people that decide the territory is ripe for the picking, with them as the farmer. This becomes a problem when they start growing aggressive against others. Sometimes, eliminating a few people is needed to allow the rest to safely breathe again.
