The Qoatl
Serpentine dragons of the far north

In the far north of Etrea lies the Azupl Isles, a volcanic archipelago consisting of twenty four individual islands. The Isles are home to three distinct groups of people, mainly spread across eighteen of the islands; other islands may be host to a camp or two, depending on the season. The most populous and ancient inhabitants are known as the Qoatl, a culture of dragons who first cultivated the landscape and named the islands.
It is believed that the Qoatl were isolated on the archipelago for tens of thousands of years before the Renewal, as their shifted forms have diverged significantly from most other known communities of dragons. Unlike the bulky winged quadrupeds common to the rest of the world, the shifted form of the Qoatl is sinuous and serpentine, with short legs that are clumsy on land and wings that function better as fins. They are also, on average, five to six foot longer than other dragons. In their natal form, they are almost indistinguishable from humans, except for the rather uncanny width of their smiles.
The Qoatl have established major settlements on fifteen of the eighteen inhabited islands, but maintain a presence on all of them. Though stewardship of the islands is a joint effort between the three civilisations who call them home, the Qoatl are generally of the opinion that they are de facto in charge.
