Well, to find out why, we have to put ourselves in the boots of the ragtag group of countries who banded together to fight Valuser'ran Theocratic Republic.
The Media Specialist is a role within the Jhoutigari that focuses on education, entertainment, and outreach. Their services span Pact space, and they can be found embedded in most departments from Enforcement and Infrastructure to Education and Public Works.
Joining the Jhoutigari as a Media Specialist is rare, as the career path requires service in the department you are representing.
For Example: The Media Specialist for the Metaphysical Enforcement Department needs to understand the structure and purpose of the MED before being a public-facing figure for it.
Purpose of the Media Specialist
Educate
Media Specialists came to be out of the desire for transparency within the Jhoutigari. Their role is to provide information and updates not only on active events but on the day-to-day operations and initiatives that departments are placing their resources in.
Thanks in part to the effort of Media Specialists, the general populace of the Pact has a favorable opinion of their state workforce.
Engage
A primary directive of the Media Specialist is to engage the populace both in and out of the Jhoutigari Service. This involves finding hosts who can entertain an audience. Some departments do this better than others.
Many incoming Jhoutigari recruits know where they want to go in their service thanks to the education provided by Media Specialists that they watched.
JHOUTIGARI MEDIA SPECIALIST TRACK
Below is the official personnel tier structure modeled under the ValuSelu Pact directives.
There are five basic levels of Media Specialist, from the Chosen Media Strategist chosen by the leaders of the Pact, to the associate setting up the Camera for the next Æthernet broadcast.

There is only a single Media Strategist throughout Pact Space, but they hold an entire staff to extend their presence throughout Pact Space.
A Chosen Media Strategist is appointed by the Pact Moot
Responsibilites
- Organizing and Monitoring Pact-wide Communications
- Authorizing emergency directives and orders in the interest of the Valuselu Pact.
- Providing guidance, doctrines, and protocols for all Jhoutigari Media content and enforcing adherence.
Larger departments and departments that require a large media presence will have a Director appointed by the Executive staff of the department.
A Director serves as guidance to the rest of the department's Media staff.
Responsibilites
- Allocating budget and managing department-wide resources.
- Ensuring Department compliance with censorship and security protocols.
- Enforcing the priorities of the Chosen Media Strategist.
The Media Supervisor may be the one in charge of a department's media team.
Supervisors manage day-to-day operations of the Media specialists as well as handling the metrics for the team.

- Enforcing the priorities of the Chosen Media Strategist.

- Plan and execute programming related to their department.
- Work with specialized media equipment to support their department.
- Host shows, run tours, and provide positive public relations.

- Conduct routine equipment maintenance and run media diagnostics and debug.
- Process and archive departmental media.
- Provide technical support and logistics for the media specialists' programs.






I like that you've taken a field that is generally not taken seriously and turned it into a central cultural role. I think it would be a difficult job to always be honest but also shine a positive light on the departments that are being showcased. I also really enjoyed the layout.
