The Treaty establishes a permanent framework for cooperation to ensure that resource needs are met without resorting to military action.

The Treaty consists of four main chapters establishing the TTAS and its operational mechanics:

Permanent Coordinating Mission (PCM): Establishes the TTAS not as a sovereign body, but as a framework administered solely by the Ambassadors and staff appointed by the three High Contracting Parties (Elysium, Sirine, Talle). Decisions require unanimous consent, ensuring each nation retains absolute control.

The Generative Assistance Bond (GAB) System: Creates a permanent mechanism for resource sharing. A nation facing scarcity (Recipient Nation) issues a GAB (a low-cost, long-term bond) to a providing TTAS member (Providing Nation) in exchange for critical resources.

The Sovereign Guarantee Clause: This is the core stabilizing clause. The two High Contracting Parties not acting as the Providing Nation become legal Guarantors of the bond. If the Recipient Nation defaults, the Guarantors are immediately and legally obligated to repay the debt, eliminating financial risk for the Providing Nation and incentivizing continuous resource availability.

Impasse Resolution & Judicial Authority: In the event of an administrative deadlock within the PCM, and provided no future political security framework (like the Confederacy) is established within five years, the matter must be submitted to the highest judicial authority of the Supreme Republic of Talle for binding arbitration.

Caveats

Waiver of Sovereign Immunity: The High Contracting Parties (Elysium, Sirine, and Talle) explicitly waive their claim to sovereign immunity regarding any disputes referred to the Supreme Republic of Talle’s judiciary for arbitration under this Treaty. This makes the arbitration legally binding.

Contingency for Political Union: The Treaty affirms the desirability of the TTAS operating in proximity to any future political union but does not mandate or require cooperation, respecting the autonomy of future political agreements.

No Interference: Explicitly states that the TTAS cannot intervene in the domestic economic systems or constitutional processes of the High Contracting Parties.

The immediate goal was to flood the global market with resources under a guaranteed repayment mechanism. This initiative successfully deflated the military urgency across the planet, providing the stable environment necessary for the subsequent political and theological negotiations that led to the founding of the Draconic Confederacy.

THE GOVERNMENTS OF THE EMPIRE OF SIRINE, THE SUPREME REPUBLIC OF TALLE, AND THE KINGDOM OF ELYSIUM, hereinafter referred to as "the High Contracting Parties,"

• MINDFUL of the unspeakable sorrow and catastrophic loss of life inflicted upon the peoples of Draconia by the Contagion Plague and the subsequent War of Scarcity;
• RECOGNIZING that the failure of sovereign states to engage in timely, comprehensive, and mutual economic cooperation was the primary factor leading to the collapse of international order;
• DETERMINED to prevent any future conflict arising from the hoarding or inadequate distribution of vital resources (economic casus belli
• AFFIRMING the inherent sovereignty of nations while committing to the necessary instruments of mutual economic stability and guaranteed assistance;

HAVE RESOLVED to establish a permanent framework for economic cooperation and resource mutualization, and have agreed to the present Treaty.

CHAPTER I: PURPOSES, PRINCIPLES, AND LEGAL STATUS

Article 1: Establishment and Purpose

• There is hereby established the Tri-Nation Treaty Alliance System (TTAS), an economic and financial cooperation framework dedicated to the stabilization of the global economy of Draconia.
• The central and immutable purpose of the TTAS shall be the guaranteed maintenance of economic stability through the mutualization of resource risk.
• The TTAS shall operate as a framework of binding international treaties and agreements and shall not constitute a single, superseding sovereign state or political body.

Article 2: Principle of Sovereign Autonomy

• The TTAS shall not possess any executive, legislative, or judicial authority that supersedes the domestic jurisdiction or constitutional process of any High Contracting Party, save only as explicitly defined and required by the provisions of this Treaty.
• No action taken under this Treaty shall authorize interference with the internal economic systems of the High Contracting Parties.

Article 3: Relationship with Any Future Political Union

• The TTAS shall operate independently of any future framework of political security established by the nations of Draconia, without prejudice to that framework's political and military mandates.
• The High Contracting Parties shall guarantee the necessary privileges and immunities to the Permanent Coordinating Mission (PCM) and its appointed staff, ensuring the unhindered execution of this Treaty. For the purposes of operation, the High Contracting Parties shall, individually or jointly, make facilities available within their respective territories, as mutually agreed upon by the PCM, to serve as a centralized working location for the Mission.

CHAPTER II: ORGANIZATION AND ADMINISTRATION

Article 4: Permanent Coordinating Mission (PCM)

• The administration of this Treaty shall be overseen by the Permanent Coordinating Mission (PCM), which shall consist solely of the appointed representatives of the High Contracting Parties.
• Each High Contracting Party shall appoint one (1) Ambassador to the TTAS and may staff their national mission with such supporting personnel as they deem necessary to execute their obligations under this Treaty.
• The Mission shall rotate its presiding Ambassador annually on the first day of the Calendar Year, commencing with the Supreme Republic of Talle.

Article 5: Decision Making

• All decisions, policies, and interpretations of this Treaty shall be made by unanimous consent of the Ambassadors to the TTAS.
• In the event of an impasse, the Ambassador from the Supreme Republic of Talle shall possess the authority to convene an emergency session of the highest political council of the future framework of political security to seek advisory mediation. If no such framework is established within five years of the ratification of this Treaty, the Ambassador from the Supreme Republic of Talle shall refer the matter to the highest judicial authority of the Supreme Republic of Talle for binding arbitration. By ratifying this Treaty, the High Contracting Parties agree to submit to the jurisdiction of the aforementioned judicial authority for the sole purpose of resolving such a TTAS impasse and hereby waive any claim to sovereign immunity in this specific instance. In either event, such mediation or arbitration shall not bind the TTAS to any specific resolution.

CHAPTER III: THE GENERATIVE ASSISTANCE BOND (GAB) SYSTEM

Article 6: The Generative Assistance Bond (GAB)

• The TTAS shall administer a permanent system for the issuance of Generative Assistance Bonds (GABs), designed to provide immediate relief and resources to any sovereign nation, Member or Non-Member, facing resource scarcity or economic collapse.
• A GAB shall be issued by the Recipient Nation to the Providing Nation (a High Contracting Party) in exchange for resources (e.g., food, medicine, construction materials) valued at their Net Present Resource Value (NPRV).

Article 7: Terms of Assistance

• The issuance of a GAB shall impose minimal financial burden on the Recipient Nation, offering repayment terms that are below standard commercial interest rates and designed for low-cost, long-term repayment.
• The GAB system operates on the principle that resources are an investment in collective stability, not an opportunity for profit.

Article 8: The Sovereign Guarantee Clause

• To ensure the safety and predictability of the investment, the GAB issued to the Providing Nation shall be fully guaranteed by the other two High Contracting Parties of the TTAS.
• In the event that the Recipient Nation defaults on the repayment obligation stipulated in the GAB agreement, the two High Contracting Parties acting as Guarantors shall be legally and immediately obligated to repay the outstanding principal and interest due to the Providing Nation, proportionally to their individual economic capacity as mutually assessed by the PCM.
• The Sovereign Guarantee Clause removes the risk of capital loss for the Providing Nation, thereby incentivizing the constant availability of resources required to maintain global stability.

CHAPTER IV: FINAL PROVISIONS

Article 9: Ratification and Entry into Force

• This Treaty shall be ratified by the High Contracting Parties in accordance with their respective constitutional processes.
• The Treaty shall enter into force immediately upon the deposit of instruments of ratification by all three High Contracting Parties.

Article 10: Depositary

• The original of this Treaty, of which the Draconic, Elvish, and Common texts are equally authentic, shall remain deposited in the archives of the Government of the Supreme Republic of Talle.
• The Supreme Republic of Talle shall communicate certified copies thereof to the Governments of the other signatory states and any other nation requesting accession to the TTAS framework.

Article 11: Amendment

• This Treaty may be amended only by the unanimous consent of the High Contracting Parties.
