The Sovereign Guarantee Clause: This is the core stabilizing clause. The two High Contracting Parties not acting as the Providing Nation become legal Guarantors of the bond. If the Recipient Nation defaults, the Guarantors are immediately and legally obligated to repay the debt, eliminating financial risk for the Providing Nation and incentivizing continuous resource availability.
Impasse Resolution & Judicial Authority: In the event of an administrative deadlock within the PCM, and provided no future political security framework (like the Confederacy) is established within five years, the matter must be submitted to the highest judicial authority of the Supreme Republic of Talle for binding arbitration.
