Levaine
Levaine is a prominent city among wizards in Cor'Aleth. It's the only mage-run city in Cor'Aleth and the city is despised by many other societies. For those curious in the arcane, however, it is the best resource. Levaine has long been the center for arcane study among Cor'Aleth. After the rise and fall of Thirrus and the Peregrine Order, many mages fled their home to go live in Levaine. Even those who only new a few paltry party tricks would rather relocate so as not to be persecuted in their home lands.
Levaine is devoted to the discovery, development, and sharing of arcane magics. The research takes top priority. No magics or practices are off limits as longs as they are used in arcane magic or the research thereof. This attracts all types of beings to take up residence here. It compounds the mistrust of the city from the outside world and even seeds some mistrust from within the city. It's well-known that the city does contain vampires, witches, liches, devils, and many other creatures that make their home here.
The city is run by a council of thirteen archmages, each of whom must have at some point designed and published a spell, ritual, spell variant, or meta magic. The mages are thirsty for new knowledge and value protecting magic over protecting its citizens, so the city naturally became somewhat of a social hierarchy based on magical abilities. Yet and still, those who have minimal magic skills are still content to live in Levaine.
Not far from Levaine, the Levaine Council also oversees Touryn, a coastal city that houses Sevyx Hall, a school for magic studies. The school is not a traditional school with any specific age requirements. The school takes in anyone who can exemplify a natural talent for magic. They can stay as long as they like as long as they do work for the university. This mostly consists of translating written works, copying spells into scrolls, and acquiring magical components.
Levaine and Touryn are also the best places to find specific spell components, artifacts, and magical stones. The governments and universities have well-protected vaults where the overseeing bodies can give or sell the ingredients to someone seeking to perform a spell or research. The recipient must prove their intended use. The components may require large payment in gems or favor for the government or university. It might require government oversight as well. Many of the teachers at Sevyx are there because they traded years of service in exchange for access to specific spell components. Some view this as punishment while others don't mind spending time at the school.
