That a sphere of foreign world arrives, Roman observers have recorded twice in enough independent, corroborating detail that I no longer treat it as a matter for debate, though I was born too late for either occasion myself. That an equal sphere of our own world departs to make room for it is the more elegant answer, and elegance is not proof, whatever certain of my colleagues would prefer to believe.

Two things must be kept separate in any honest treatment of this subject, and Plinius has found that most popular accounts, Roman and otherwise, collapse them into one. The first is established fact, confirmed by direct Roman observation of two Permutatio events, the centaur arrival and the halfling arrival, and corroborated by physical evidence at every other transfer site examined: each Permutatio transfers a roughly spherical volume of a foreign world into Aethermarch, approximately one hundred kilometres in radius, complete with everything the volume contained. The dwarven holds and goblin warrens arrived entire, their underground galleries and tunnel networks transferred intact along with the surface above them; the great mountain that stands over the affected dwarven hold is demonstrably foreign to this world, its strata and mineral composition matching nothing found anywhere else on the continent. The boundary of every confirmed transfer zone is visible as a physical seam in the landscape, and the climate within a zone frequently carries a lingering trace, a taste, in Plinius's own word, of the world it came from, fading only gradually across generations. None of this is in serious scholarly dispute.

The second matter is not established fact but hypothesis, however leading. If a sphere of foreign matter arrives, physical law as Roman natural philosophy understands it would seem to require that an equivalent volume of Aethermarch depart in exchange, else matter is simply being created from nothing at each Permutatio, a conclusion no natural philosopher Plinius respects is prepared to accept. The Commissio Limitanea has argued this reciprocal exchange most rigorously and for the longest continuous period of any Roman institution, but no one, Roman, dwarven, or otherwise, has yet produced direct confirming evidence of matter actually departing Aethermarch in the manner the hypothesis requires. This is not for want of trying. It may simply be that the departing side of any such exchange, arriving wherever the foreign sphere came from, is permanently beyond any means of observation available on this side of the transfer.

The reciprocal hypothesis is very likely correct, and a DM running Rift XIII material should treat it as functionally true for campaign purposes: an equivalent volume of Aethermarch is transported outward with every Permutatio. What remains genuinely open, even at the DM's fullest understanding, is what specifically determines which volume is taken and where it goes. If the pattern holds, Rift XIII's arrival will be matched by a departure of comparable scale, and nothing in the setting currently answers what, or who, that will be.

Manifestation

The confirmed transfer geometry presents unmistakably to direct observation. The Roman parties who witnessed the centaur and halfling arrivals both describe a visible boundary, sharp rather than gradual, across which terrain, vegetation, and in the halfling case standing structures changed character within a matter of paces. At older transfer sites the same boundary survives as a permanent seam in the landscape, sometimes subtle, sometimes, as at the dwarven hold's foreign mountain, unmistakable to any observer regardless of training. The lingering climatic trace within a transfer zone is harder to characterise precisely, described by different observers as a quality of light, a scent carried on still air, or simply a persistent sense of not quite belonging to the surrounding country, and Plinius has experienced this himself at more than one site without being able to render the sensation in terms a sceptical colleague would accept as evidence.

No confirmed physical evidence of the hypothesised departing volume has ever been documented, which is itself the central puzzle: if matter departs Aethermarch in the manner conservation would require, it does so without leaving behind any of the boundary markers, seams, or lingering traces that arrival consistently produces. Whether this asymmetry means the departing side is fundamentally different in character from the arriving side, or simply that no one has yet known where or how to look, is not resolved even at the DM's fullest understanding.

Localization

Every confirmed transfer zone approximates a sphere some one hundred kilometres in radius, a consistency striking enough that the Commissio Limitanea treats it as close to a physical constant of the Permutatio phenomenon rather than a coincidence of the sites examined so far. The zone's boundary holds fast regardless of what lies across it, cutting through mountain, forest, or open ground with no apparent regard for pre-existing geography, which is itself among the stronger arguments that the transfer is imposed on the terrain rather than negotiated with it.

Whether every historical Permutatio produced a zone of precisely the same radius, or whether scale varies with factors not yet identified, is not established by any confirmed comparison across all documented events; the clearest measurements exist only for the most recent and most thoroughly surveyed arrivals.

History

Roman scholarship's confidence in the transfer geometry rests on more than inference: Roman observers were present for, and documented in detail, both the centaur arrival and the halfling arrival, giving natural philosophy two directly witnessed events against which older, reconstructed cases, Rome's own Transposition among them, could be measured and confirmed consistent. The reciprocal hypothesis has a longer and less linear history, argued in some form since the earliest decades after 1 A.P. but developed most rigorously within the Commissio Limitanea, whose twelfth-century archive expansion consolidated generations of scattered survey comparison into something resembling a coherent research programme, without ever producing the direct confirming evidence that would settle the question. At least one dwarven institution, independently of any Roman scholarship, appears to have reached compatible or complementary conclusions on the reciprocal question through entirely different means, most plausibly connected to the calculation capability the Great Orrery at Thalgrimm is known to possess. Nothing the dwarves have concluded on this specific point has ever been shared with Rome through any diplomatic channel Plinius is aware of.

Interaction with Known Laws

The case for reciprocity is, at its root, an argument from conservation: if a sphere of foreign matter simply appears within Aethermarch with nothing correspondingly removed, the Permutatio would represent an outright violation of the most basic principle Roman natural philosophy holds about the physical world, matter neither created nor destroyed, only moved. Rome has never observed convincing evidence of matter being created from nothing anywhere else in nature, which is precisely why the Commission's hypothesis, that an equal volume departs to preserve the balance, strikes most natural philosophers as more plausible than the alternative of simply abandoning conservation as a rule. Plinius finds this reasoning sound as far as it goes and is nonetheless obliged to note, as a matter of intellectual honesty, that an elegant argument is not the same thing as a confirmed observation, and he has watched too many of his colleagues forget the difference where this particular question is concerned.

Scholarship

The Commissio Limitanea holds the most rigorous documented Roman scholarship on the reciprocal question, and holds it, characteristically, in restricted circulation rather than public print. Plinius notes, not without some professional discomfort, that oral traditions among at least two non-Roman peoples he has documented appear to treat some form of reciprocal exchange as accepted common wisdom rather than a startling hypothesis, a discrepancy in confidence he attributes to Roman natural philosophy's particular insistence on written, reproducible proof before it will credit an explanation other traditions may have arrived at by different, no less valid means considerably earlier.

The reciprocal hypothesis carries an implication the Commission has been notably quiet about even internally: if a Permutatio genuinely is a governed exchange rather than an uncontrolled event, the exchange might in principle be induced deliberately rather than only observed after the fact. This is, so far as Plinius has been able to determine, the theoretical premise underlying the Transitus Ferri's Rift stabilisation array project, led by the same Guild Master who also holds the array's chief engineering role, and it is not a connection the Commission has drawn publicly, whatever private conversations may have taken place between the two institutions.
