The elevated observation level running three sides above the floor: the most educationally significant free public space in the empire for any visitor who understands what they are watching. The gallery benches fill quickly on high-volume mornings. Var Swiftledger’s information brokers use two regular gallery positions, one on the northern run and one at the western end, whose angles give complementary coverage of the floor’s coded signal traffic. Players who observe from the gallery on a session morning will see the coded communications without understanding them unless they have access to the Council’s decoding guide or someone willing to translate in real time.
