Moonridge Syndicate

The Moonridge Syndicate is the most powerful criminal organisation in Valo-Nymeria, a shadow empire operating parallel to the law itself. Its reach spans the breadth of the Empire, from remote border towns to the inner halls of power.

Bribery and blackmail have placed governors and senior members of the Watch firmly within the Syndicate's grasp. Persistent rumours suggest their influence may even extend as far as the Council of Seven itself.

History

The Syndicate traces its origins to 1244 AS, when it was founded by Antala Scatterthorn, a halfling hero of the Ankharan Planar War turned fixer, operating out of the port city of New Laverdon, Valoria.

While she was an accomplished thief, Scatterthorn's true talent was coordination. She effortlessly united dock gangs, fences and corrupt harbour officials under a single banner, offering protection, profit and ruthless reprisal in equal measure. Within a decade, Moonridge controlled virtually all organised crime in New Laverdon and had made significant inroads in the rest of the Empire.

Despite subsequent centuries of expansion, the Syndicate remains bound to its origins. Key positions are still occupied by members of the Scatterthorn bloodline, either by birth or by adoption into the family through loyalty oaths or strategic marriages. While outsiders may rise through the ranks, the inner circle has never fully relinquished control.

Activities & Operations

The Syndicate’s goals have remained remarkably consistent across the centuries. In the modern era, they maintain an iron grip over:

  • Smuggling (luxury goods, weapons, spell components, restricted texts)
  • Illicit gambling and fixed betting halls
  • Extortion and protection rackets
  • Blackmail, forgery, and identity laundering
  • Political graft, particularly within port authorities and city watches

Their operational network stretches from Orthay to Ceryl, with New Laverdon still functioning as the de facto heart of the organisation.

Moonridge favours deception and corruption over open violence; murder is far less efficient than blackmail. Most of their field operatives are bandits, spies and smugglers, but the Syndicate employs mercenaries, mages or even scholars when it serves their interests.

Leadership Structure

At the apex of the Syndicate are two elected guildmasters, known only by their codenames:

  • Guildmaster Dawn – Traditionally stationed in Ceryl, responsible for logistics, smuggling routes, and enforcement.
  • Guildmaster Dusk – Based in Orthay, overseeing political manipulation and imperial affairs.

This dual-leadership model was established to ensure continuity. Should one guildmaster be killed or compromised, the other can retain full authority until a successor is selected by the inner circle. Emergency conclaves are convened in New Laverdon, the Syndicate’s ancestral home.

Below them, the organisation is divided into cells, each compartmentalised to limit damage if exposed. Most entry-level members know only their immediate superiors and a handful of contacts.

Conflict with the CAT Network

In the past year, the Syndicate has faced its greatest challenge in generations. The CAT Network, a thieves' guild based out of Aldebaran, Ankhara, has begun systematically undermining Moonridge operations.

Using guerrilla tactics and rapid relocation, the CAT Network has endangered the integrity of their smuggling routes and thief contracts. They have even destroyed several of their safehouses in quick succession, a feat thought impossible before their arrival.

Moonridge’s greatest strength—its size and infrastructure—has become a liability, as it cannot protect every warehouse and front simultaneously. Worse still, while the Valorian government tacitly tolerates them, the Syndicate lacks sufficient leverage to motivate the Watch to root out their nemesis.

For the first time in centuries, they are fighting to hold territory, not merely expand it.

Orthay Operations

In Orthay, the Syndicate maintains extensive holdings:

  • Numerous warehouses in Greydove Quay
  • Several taverns, counting houses, and shipping offices
  • Smuggling tunnels and river routes

The Orthay City Watch is fully aware of these activities but routinely accepts bribes to ignore it.

Of the Syndicate’s roughly 260 members based in the city, the majority are administrators, forgers and thieves. A specialist force of 30 elite burglars and cutpurses handles sensitive operations, though intimidation and manipulation remain their preferred tools.

Imperial Response

While many officials privately wish for the Syndicate’s destruction, such an outcome would likely plunge the criminal underworld into chaos—sparking violent turf wars among dozens of smaller factions.

As a result, responsibility has fallen to the Valorian Bureau of Inquisition to contain the criminal empire. Their goal is to surgically weaken Moonridge’s influence—cutting off key leaders, disrupting finances and preventing further expansion—without collapsing the fragile equilibrium that keeps the streets from open anarchy.

Whether this balance can hold, especially with the CAT Network's paw on the scales, remains to be seen.
